Q: Can I promote other moderators to a higher level?
A: You can promote other users up to one level below your own. So if you are a level 4 user, you can promote any other user to a level 3. Important: You are responsible, to a certain extent, for the actions of the users who you promote. They are your team. If you go around promoting a bunch of yayhoos who end up doing a poor job or worse yet abusing their privs, you may yourself be demoted.
